Police sexual assault on student sparks protest in Mannar

Hundreds of people protested against Sri Lanka Police in Thaalvupaadu, a coastal village near Mannar town Friday evening, demanding action against constables who had sexually assaulted and grievously injured a school boy. The seriously injured student was admitted to Mannar hospital and then rushed to Vavuniya as his condition was serious.

The student's genitals were slashed with a knife and he was beaten unconscious, hospital sources in Mannar said.

He had bloody bite marks on his chest, they said.

Fishermen on the Thaalvupaadu coast who had seen a Policemen attempting to throw the unconscious boy into an abandoned well, rescued him and took him to the hospital, according to the boy's relatives.

"We do not want empty promises from the authorities. We want strong action against the culprits now", said a protesting villager.

Later in the evening the protesting crowds dispersed after commander of the Sri Lanka Navy in Mannar, Nihal Chandrasiri, promised to take immediate action against the Policemen.

1956 - 'Sinhala Only' Act Was Introduced.
English was removed from its status as the official language and Sinhala was made the official language of Sri Lanka. All government employees were required to be fluent in Sinhala. Most Tamils who worked for the government lost their jobs. Government administration was offered only in Sinhala, even in areas where 99% of the population was literate in Tamil. The Tamil Federal Party led a group Tamil volunteers and staged a sit down Satyagraha, (peaceful protest) of the kind popularized by Mahatma Gandhi in the days of the Indian freedom struggle, in Colombo. This protest was broken up by armed Sinhalese gangs, while Sinhalese policemen stood by and watched. Some protestors were through into nearby Beira Lake. Riots then broke out through out Sri Lanka where Tamils were assaulted, homes, shops and property burned. Armed Sinhalese settlers in the Northern and Eastern province attacked neighboring Tamil villages. In 1956, 150 Tamils were murdered. The violence continued for two more years. In 1958 another 150-200 Tamils were murdered, thousands more were assaulted and Tamil property looted. Over 25,000 Tamil refugees were relocated to the North. As peaceful protests against discrimination continued in 1961 the Sri Lankan Army attacked hundreds of men and women in Jaffna.

“Presidential election is irrelevant to the Tamil people”
Head of the LTTE political wing Mr.Tamilselvan
“Presidential election of Sri Lanka is totally irrelevant to the Tamil people at this juncture when they are frustrated with the unproductive Cease Fire Agreement and the denial of post-tsunami humanitarian aid in an equitable manner” said Mr.S.P.Tamilselvan, Head of the LTTE Political Wing in an interview with the media after meeting with Tamil National Alliance Legislators yesterday, 10 November 2005 at Kioinochchi.

Excerpts:

We met with the TNA legislators today and had a lengthy discussion on the current political situation. It was unanimously decided that the Tamil people make their own decision about participation in the election. Generally, the trend appears to be one of apathy towards the election for obvious reasons. Governments to which both the major contestants in the presidential election belong to, have been in power at one time or other during the cease fire period of three and a half years and their record of performance vis-ŕ-vis progress in the peace process have been abject failure.

The Tamil people have historical lessons about every election that was held in this country and this presidential election is no exception in that respect. Ironically enough, both the parties are competing with each other in putting the hard line attitude before the electorate and whoever wins is therefore immaterial to the Tamil people. The outgoing president’s eleven year term could be described as the darketst period for the Tamil people. She began on a peace platform and duplicitly let loose a war on the Tamil people, calling it a ‘war for peace’, the peace tag for international consumption. It is during her regime thaa the Tamil people faced the most inhuman displacement overnight of more than 500,000 people, disappearance of over 600 youths who ended up in mass graves. It is her presidency that was responsible for the dissolution of parliament at a time the then government was preparing to take up the ISGA proposals for discussion as mandated by the Tamil people.

When it comes to the dellivery of peace dividend normalcy in terms of the CFA, the UNF government had its share of omissions and its leader, the UNP contestant for presidency now has hurt the feelings of the Tamil people by confining his visit to Jaffna only to the military complex in the High Security Zone and focussing his attention on prioritising military interests in the same way the SLFP candidate did. So, the Tamil people don’t see any difference between the two and it is the story of the devil and the deep sea. Responsible members of the UNP have now admitted that their government worked to create a division in the LTTE. Our position is that there is no division in the organization and it is only a disciplinary action against Karuna’s wrong doings that led to Karuna running away and working with the government military now.

In this complex situation, we don’t see a necessity to advise the Tamil people on the elections. They are preoccupied with their day–to-day life struggle in a post-war and post-tsunami situation and chanage of presidency in Colombo, judging from what the contenders promise to deliver, is totally irrelevant to them. On the question of international observers, if they visit areas that are not under military occupation, we would provide them all the support, if that is needed in any way. They can very well see for themselves the Tamil peoples’ enthusiasm or otherwise. Commenting on the media reports that Norway is planning to move away from the leadership position of the Sri Lanka Monitoring Mission, Mr.Tamilselvan said that it is only ‘media speculation’ and wishful thinking of extremist elements that are interested in the disruption of the peace process and continuity of the CFA. Reading the pulse of the people through the latest Tamil Uprisings, we feel that the Tamil people are so frustrated and lost faith in the Sri Lankan polity and therefore the presidential election would only be a non-event for them.”

On the issue of paramilitaries, south is reaping what it sowed

Why is the government passively looking on the military excesses in Northeast? Was the ceasefire signed only to enable the southern majority community to live in peace? The Trincomalee Tamil people’s consortium has raised these questions.
The government that is using the ceasefire period to harass Tamil people on the one hand is also planning to weaken the LTTE, the main strength of the Tamils, using the ceasefire period.

During this ceasefire period the government has proclaimed the emergency regulation and is causing confusion and fear among Tamils by the heightened checking and accompanying harassment. At the same time it has assured normalcy for its Sinhala people in the south. The SLA assisted violent tactics of the paramilitaries is also continuing in the east.

The comedy of the tragedy is that the government is yet to realize that it is reaping what it has sowed.

It is well known that underground gangs are running out of control in the south using gun power. South is struggling to face this growing culture of violence. What is the source of this problem? Who sowed the seeds for the growth of this problem?

One statistics claims that more than 30,000 machine guns and pistols are in the hands of underground gangs. In addition, 25000 military trained army deserters have found refuge in the underground world of gangs.

These are all the result of recruiting into the military all and sundry without adequate screening in the name of defeating the freedom struggle of the Tamils. In the same way, unlimited amount of arms procured to fight the Tamil struggle has somehow reached the underground gangs and strengthened it to a disturbing level.

The south is reaping the seeds sown in the name of fighting the Tamils in the form of the underground world.

Some are now saying that the same is going to happen in the matter of the paramilitaries in the east. It is open secret that the paramilitaries operating in the name of Karuna faction in Polonaruwa in the east is indeed operated by the intelligence wing of the SLA. However, this paramilitary has not limited their contacts just with the intelligence wing. Intelligence sources say that these paramilitaries have developed contacts with other military divisions in the area and also with JVP members.

It is said that JVP has given up violence and has entered the democratic path. It is now 15 years since they gave up walking the path of violence. It is true that there are no young people in JVP who have received training in the use of arms. However, there is no evidence to prove that JVP actually handed over the weapons that were in their possession. Therefore, it can be deduced that they have weapons in their possession although none of the young people among them are trained to use them.

Many respectable people in the south are beginning to be concerned that the close contact between JVP, a section of the military, and the paramilitaries can lead to serious worrying developments. Many concerned people are worrying that through the creation of paramilitaries the government has created the danger of destructing the south. They warn that the irresponsible conduct of the southern leadership and the narrow short term strategies of the intelligence wing are going create dangers to the south from Polonaruwa.

South is going to reap what it sowed.
