In this case, CID investigations had revealed that the fourth suspect, a Navy officer attached to the Welisara Navy camp, had allegedly stolen the fuel order book of the camp and handed it over to the third suspect, also a Navy man, who had in turn allegedly presented the order book to the Kolonnawa CPC office and obtained 11 orders (totalling 270,600 litres) of diesel fuel.

According to the investigation, this illegal transaction had taken place between May 30, 2007 and March 25, 2009.

The CID had arrested two filling station owners (the seventh and eighth suspects) who had allegedly stored a considerable amount of diesel fuel which was scheduled to be supplied to a Navy camp located at the Colombo Harbour. Two employees of the Ceylon Petroleum Corporation (the fifth and sixth suspects) were also charged with transporting the diesel fuel to other filling stations. The seventh suspect is currently out on bail. The CID alleged that the suspects had committed an offence which came under the Public Property Act and also offences under Sections 386, 389 and 400 of the Penal Code.
